Dear Ms. Arnold:

In reference to our phone conversation, enclosed you will find a copy from Rules and Regulations Chapter 11-01, paragraph (f) Performance of inspections and filing of inspection reports.  This clearly states that fourteen (14) days after an inspection all forms must be in to the Elevator Division of the Department of Buildings.  This rule has never been waived. 

·        Therefore, why is it that we cannot receive a signed receipt stating that the forms were processed in due time?

We are the Elevator Capital of the World and yet the following items still have not been resolved (in addition to the above):

·        In April of 2003, New York City started to enforce a new RS-18, 1996 and 1997 code.  This still has not been completed.  There have been editorial changes made by the 7th floor; items have been added and subtracted without the committee’s knowledge. 

It is now six months later and we still do not have a complete RS-18, 1996, 1997 code; in addition we are now under the 1999 National Electric Code with Modifications.

·        I have called attention to the staff at the Department of Buildings the fact that Experior Assessment is giving a test on the old code and on the New York City Electrical Code which is no longer being published.  This is very unfair to the applicants taking the test.

The test should be administered under 11-01, which states that Subchapter 18 of Chapter 1 of Title 27 and Reference Standard RS-18 are the items under which the test should be administered (I am still awaiting a response to the enclosed letter dated July 30, 2003 to Commissioner Patricia Lancaster).

·        We are still awaiting the final conclusion on the “Z” BAR situation, which has been hanging around from January, 2003. 

Are we waiting for another serious accident to occur before these items go before the City Council?

·        Today I received a phone call from the Elevator Division of the N.Y.C. Department of Buildings asking if I was going to attend the Pre-bid Conference on Elevators.  I had no previous information on this meeting.

All New York City Licensed Elevator Agencies should have been notified of the pre-bid conference in advance of the meeting date.

I feel the above questions are of an urgent matter and should be addressed as soon as possible; I await your response.
